Resumo:

Na Europa, o advento das crises financeiras tem vindo a despoletar, nos últimos anos, uma intensificação dos atos de protesto popular. Este fenómeno tem sido acompanhado por um descentramento do discurso reivindicativo das organizações politicamente instituídas na sociedade, como partidos e sindicados. Este capítulo tem o propósito de construir uma reflexão assente na recolha privilegiada de dados e revisão crítica de bibliografia relativos aos movimentos sociais e ao uso das tecnologias de informação e comunicação (TIC). Iremos olhar para a ação dos movimentos sociais que, hoje em dia, cada vez mais, estão a desenvolver a sua própria agenda de protesto. Torna-se, por isso, interessante analisar os modos de funcionamento deste tipo de organizações (frequentemente apartidárias, de estrutura horizontal, de ação local com impacto global) nos jogos de poder da esfera pública, e o seu contributo para a diversificação de formas e locais de contestação social. Assim como as redes sociais têm passado a dominar cada vez mais os processos de comunicação interpessoal, também os contextos de protesto têm registado uma mutação em diferentes âmbitos. Neste capítulo, refletiremos sobre novos canais de manifestação da reivindicação, novas dinâmicas de mobilização popular para os acontecimentos contestatários e novas formas de protesto à distância, em manifestações "sem cara", sem voz audível, sem presença física, sob a proteção da ciberesfera pública.

Abstract:

In Europe, the happening of financial crises has been rising acts of popular protest in the past few years. This phenomenon has been joined by a decentering attitude towards the demanding speech of social political institutions, such as parties and trade unions. This chapter aims at building a reflection based on data collection and critical bibliography review regarding social movements and their use of information and communication technologies. We will be looking at the increase of social movements which develop their own protest agenda these days. For this reason, it comes as interesting to analysis of these structures operation models (frequently nonpartisan, horizontally structured, locally active and with global impact), its contribution for diversifying ways and places for social protest. Just as social media have been dominating interpersonal communication processes, also protest contexts have registered transformations. In this chapter, we will be reflecting on new demonstration channels have been added, new popular mobilization dynamics and even in the way people express their discontent we have noticed new ways of distant protest, in “faceless” demonstrations, without voices bring heard and no physical presence, under the public cyber sphere protection.

Resumo: Propomos uma reflexão sobre as redes sociais digitais e as formas de participação e mobilização cidadã. O tema relaciona-se com as tecnologias, as redes sociais e sua relação com as formas de mobilização, alguns problemas relacionados com a liberdade, a privacidade e o controlo nas redes sociais, entre outros assuntos conexos. O nosso principal argumento é que as redes sociais digitais possibilitam novas formas de mobilização e participação cívicas aos cidadãos.

Abstract: We propose a reflection about digital social networks and the forms of citizen participation and citizen mobilization. The subject relates to the technologies, social networks and its relation to the forms of mobilization, some problems related to freedom, privacy and control in social networks, and other related matters. Our main argument is that digital social networks make possible new forms of mobilization and civic participation to citizens.

This research work is based on a study of personal learning environments that can be developed in e-learning. Having in mind the current state of technological and social development, these environments, which have particular characteristics, have been named by specific literature with the Anglo-Saxon term Personal Learning Environments, from which the PLE or PLEs acronyms derive.
The purpose of this study is to understand the role of PLEs in student learning lessons of the Master’s Degree in Management E-Learning Systems in the Department of Social and Human Sciences of Universidade Nova de Lisboa, which took place between 2010 and 2013. Along their learning, these students used several tools and/or services associated with ICT and Web 2.0. This allowed them to create their own learning ecosystem.
The research methodology used took mainly into account the qualitative aspects. The strategy used to collect information was the questionnaire survey one. This information was subjected to descriptive statistical analysis and subsequent triangulation of the results of some variables.
From these results it is possible to conclude that the Master’s Degree students have created their own PLEs, which have made their learning easier. Besides their use has conferred them benefits. The PLEs were also fundamental in order to develop collaborative activities, to create their own ecosystem and a network of knowledge exchange.
